Public consultation for the National Energy and Climate Plan

The National Energy and Climate Plan 2030 (Plano Nacional Energia e Clima 2030 – PNEC 2030) is the main energy and climate policy instrument for the short to medium term. PNEC 2030 establishes the goals, objectives, lines of action, and action measures in the field of energy and climate, related to the 5 dimensions of the Energy Union and Climate Action. The final revision of the PNEC is now open for everyone’s consideration.

Regulation 2018/1999 makes it compulsory for member states to periodically review the plans, reflecting a higher level of ambition than that set in the first version. The preliminary version of this revision was submitted to the European Commission in June 2023, taking into account the contributions from the previous public consultation held in early 2023. The PNEC2030 revision process was coordinated by the Portuguese Environment Agency (APA) and the Directorate-General for Energy and Geology (DGEG), with the collaboration of the Faculty of Science and Technology of Universidade Nova de Lisboa (NOVA FCT), the National Energy and Geology Laboratory (LNEG) and the Portuguese Energy Agency (ADENE).

PNEC was developed in parallel with the Roadmap for Carbon Neutrality (Roteiro para a Neutralidade Carbónica – RNC2050) (also in the process of being revised), guaranteeing alignment with the long-term objectives of reducing GHG emissions and the commitment to climate neutrality by 2045, as advocated by the Basic Law on Climate.
