The Regional Land Use Planning Programme for the Centre Region (PROT Centro) was approved at the Council of Ministers meeting on January 22, 2026, and was developed by the Commission for Coordination and Regional Development of the Centre (CCDR Centro), with the collaboration of several experts from higher education institutions in the Centre Region, particularly from the University of Aveiro. Specifically, the preparation of the PROT Centro included contributions from CESAM researchers: Myriam Lopes (coordinator of the “Natural System” and “Risks and Vulnerabilities” components), Sandra Rafael, David Carvalho, Sílvia Coelho, Pedro Seixas, Paula Maia, Sofia Corticeiro, Nelson Abrantes, and Johnny Reis.
In accordance with the Framework Law for Public Policy on Soils, Spatial Planning and Urbanism, and the Legal Regime of Territorial Management Instruments, PROT Centro — whose elaboration was mandated by Council of Ministers Resolution No. 177/2021 of December 17 — defines the strategic options for the organization of the regional territory and its corresponding territorial structuring model. It considers the urban system, infrastructures, and public-use facilities of regional interest, as well as areas of regional interest in terms of agriculture, forestry, environment, ecology, and the economy. It also integrates national networks of infrastructure, mobility, and public-use facilities with regional expression, major public investment options with significant territorial impact, their priorities and scheduling, in alignment with the strategies defined for the use of European and national funds.
Amadeu Soares, Director of CESAM, states that CESAM’s collaboration in the PROT Centro demonstrates the importance of integrating scientific evidence into spatial planning and risk management. In a context of increasing pressure on natural systems and greater exposure to hazards, informed decision-making is crucial to protecting people, resources, and ecosystems. He commends the team involved and highlights CCDR Centro’s openness to incorporating scientific contributions into this strategic instrument, particularly within the “Natural System” and “Risks and Vulnerabilities” components.
