EU Mission Adaptation to Climate Change Calls

Horizon Europe’s EU Mission on Adaptation to Climate Change opened a call on Supporting the implementation of the EU Mission Adaptation to Climate Change, with 9 topics that range from developing and refining outcome indicators to measure progress on climate resilience, to researching the complex interplay between the climate and biodiversity crises towards more systemic approaches and solutions.

HORIZON-MISS-2024-CLIMA-01-01: Bringing available and actionable solutions for climate adaptation to the knowledge of the regions and local authorities​

Type of action: CSA (Coordination and Support Action)*

Projects expected to be approved: 1 project with a budget of ~ 2 M€

In support of the European Green Deal, the Adaptation Strategy and the Mission on Adaptation to climate change, the successful proposal will specifically complement and reinforce the work of the Mission Implementation Platform, by addressing Missions’ current untapped potential, as highlighted in Commission’s Communication COM (2023) final and underlying ”Study supporting the assessment of EU missions and the review of mission areas”.

HORIZON-MISS-2024-CLIMA-01-02: Bringing together the national level with the engaged regional and local levels (multi-level governance)

Type of action: CSA (Coordination and Support Action)*

Projects expected to be approved: 1 project with a budget ~ 4 M€

In support of the European Green Deal, the Adaptation Strategy and the Mission on Adaptation to climate change, the successful proposal will specifically complement and reinforce the work of the Mission Implementation Platform, by addressing Missions’ current untapped potential, as highlighted in Commission’s Communication COM (2023) final and underlying underlying ”Study supporting the assessment of EU missions and the review of mission areas”.

HORIZON-MISS-2024-CLIMA-01-03​: Develop and refine outcome indicators to measure progress on climate resilience at national, regional and local levels, including knowledge and feedback developed from the Mission

Type of action: RIA (Research and Innovation Action)*

Projects expected to be approved: 1 project with a budget of ~ 3 M€

In support of the European Green Deal, the Adaptation Strategy and the Mission on Adaptation to Climate Change, successful proposals will contribute to the monitoring of the adaptation progress across Europe.

HORIZON-MISS-2024-CLIMA-01-04:​ Research the complex interplay between the climate and biodiversity crises towards more systemic approaches and solutions

Type of action: RIA (Research and Innovation Action)*

Projects expected to be approved: 1 project with a budget of ~ 8 M€

In support of the European Green Deal, the Adaptation Strategy, the Biodiversity Strategy for 2030 and the Mission on Adaptation to Climate Change and the Global Biodiversity Framework, successful proposals will contribute to addressing the climate and biodiversity crises in a more systemic way.

HORIZON-MISS-2024-CLIMA-01-05​: Improve design for transformative approaches and build local capacity for implementation of available solutions focused on climate adaptation​

Type of action: RIA (Research and Innovation Action)*

Projects expected to be approved: 1 project with a budget of ~ 8 M€

In support of the European Green Deal, the Adaptation Strategy and the Mission on Adaptation to climate change successful proposals will contribute to a resilient and just transformation.

HORIZON-MISS-2024-CLIMA-01-06: Demonstration of approaches to improve bankability of solutions by design, addressing the co-benefits (mitigation and adaptation) to improve revenue streams​

Type of action: IA (Innovation Action)*

Projects expected to be approved:  1 project with a budget of ~ 8 M€

Expected Outcomes: i) Climate resilience solutions have been developed, tested and brought closer to the market, thanks to improvements in the way their bankability is looked at and assessed by the private and public investors; ii) regions, cities and local communities are empowered for and have actively participated in the development and testing of a whole range of transformative solutions for climate resilience; iii) private investors direct participation in the Mission is significantly increased, stimulating increased private (co-)financing of climate adaptation; and iv) regions and local authorities have assured maintaining the solutions in place for the future, beyond the implementation duration of the project, contributing to fostering deployment of innovative solutions for climate resilience, the enabling of their diffusion and the removal of barriers for their uptake.

HORIZON-MISS-2024-CLIMA-01-07: Demonstration of solutions specifically suited to rural areas and small/medium-sized population local communities

Type of action: IA (Innovation Action)*

Projects expected to be approved:  3 projects, each with a budget of ~ 9 M€

Expected Outcomes: i) Communities in rural areas provide examples for reapplication on how to become better prepared for the anticipated effects of climate change, as they have designed and experimented measures and implemented interventions that increase resilience; and ii) small and medium size local communities have been directly involved in development and testing of transformative solutions, which improve their capacity to identify and implement solutions that improve climate resilience of their territories, becoming active actors of change.

Successful proposals will support the European Green Deal, the Adaptation Strategy, the Mission on Adaptation to climate change and the implementation of the long-term vision for the EU’s rural areas.

HORIZON-MISS-2024-CLIMA-01-08: Demonstration of approaches by regions and local authorities focused on increasing climate resilience of the most vulnerable social groups (just climate resilience)

Type of action: IA (Innovation Action)*

Projects expected to be approved: 3 projects, each with a budget of ~ 7.5 M€

Expected Outcomes: i) Examples of equitable adaptation measures are made available for replication, fostering just resilience transformation; ii) Appropriate guidance for decision-makers is produced on equitable adaptation options design and implementation, shared and made available for wide reapplication; and iii) Regional and local public administrations increase their capacity to involve, understand and cater for the needs of vulnerable and marginalised groups.

HORIZON-MISS-2024-CLIMA-01-09: Systemic and cross-sectoral solutions for climate resilience, tailored to the local needs of regions and local authorities​

Type of action: IA (Innovation Action)*

Projects expected to be approved: 3 projects, each with a budget ~ 9 M€

In support of the European Green Deal, the Adaptation Strategy and the Mission on Adaptation to climate change, successful proposals will contribute to adapt to climate change in a more systemic way: i) regions and communities are empowered and have actively participated to the development and testing of a range of transformative solutions, which are fit to address local vulnerabilities and risks; ii) regional and local public administrations increase their foresight capacity and anticipate and prepare better for climate disruptions; and iii) cross-sectorial climate resilience solutions, which can systemically transform our society and support its preparedness to climate change, have been developed, tested and brought closer to the market.

Research and Innovation Actions (RIAs):  include activities of ‘testing’, ‘demonstrating’ and ‘piloting’. These activities aim to establish new knowledge or to explore the feasibility of a new or improved technology, product, process, service, or solution. These may include basic and applied research, technology development and integration, testing, demonstration, and validation on a small-scale prototype, in a laboratory or simulated environment.

Innovation Actions (IAs): include activities of ‘testing’, ‘demonstrating’ and ‘piloting’ and also aim at scaling up activities from prototype, in a (near to) operational environment, industrial or otherwise, to large-scale product validation and market replication.

Coordination and Support Actions (CSAs): address needs to i) structure stakeholder communities; ii) support dissemination and exploitation of research or innovation projects; iii) exploit synergies of scale among projects; iv) raise awareness in specific areas; v) support technological visions (e.g. road-mapping, user cases, etc.) and outreach (e.g. events, publications, etc.); vi) promote international cooperation with specific regions and/or technological areas for any of the above-mentioned activities; vii) undertake other activities similar in nature to those above (i.e., this is not an exhaustive list).
